Set up readthedocs

Set up readthedocs so that transcriptomics_clustering documentation is available on that site to make it easier for users to understand the repo.

Tasks:

• Check neuron_morphology for how it was done there
• Set it up for this repo

Validation criteria:

• Provide readthedocs URL to API reference
