Support for `python>3.11`

Hi, 

Thanks for the work! Ivo introduced the `libapr` to us and it has been really helpful. However, since there are no wheels for Python 3.12 and above, the installation takes a while since it has to build the package from source. Would it be possible to do a release of this package supporting later Python versions?
