Set 'ignoreFailures' to true when disabling GDB multiple matches

This is a workaround for the root-cause issue in the VS Code
C/C++ extension:

microsoft/vscode-cpptools#11953

This makes debugging more robust when hivering on variables that
trigger multiple matches in GDB.

Closes eng/ide/ada_language_server#1669
