Add a feature to only plot/use the best layout per nodecount (instead of all branches)

For the scaling tests, we have tested multiple layouts per nodecount but we probably only want to plot/highlight the best performing per nodecounts. This could be a boolean keyword, say best_layouts_per_nodecount, within the plot_scaling_data() (which, in turn, calls plot_scaling_metrics())
