Create toggling of what NSFW options are enabled #35
Description
Currently, I have the e621 command "commented out by user request". It would probably be better to have a server-by-server choice of what NSFW commands should be allowed, and possibly channel restrictions on top of that (Its already locked to channels marked nsfw by default and thats not changing)
