Add help, setup, and contact commands

Hello? most basic and used command ##help isnt made? are you ok?

Current work:

• ##help
• ##setup
• ##contact

Also make a ##setup command for helping people making the bot work, cause its really not trivial to use

And ##contact so people know where to actually ask for help (although this may integrate into help)
