feature request: ability to toggle word filtering per channel

if the 2nd argument is not set, just apply it to all channels

Wouldnt be compatible with aspects like #24 so instead ill allow disabling/enabling of the filter in certain channels, and have the filter apply globally (specific just wouldnt work, too much hassle)
