Don't show the newsletter prompt right away

Show the newsletter prompt after 2 calls have been made or after you open the app 3 times (or similar Ns). Don't showing it the first time, people aren't ready yet!

Consider showing it again later once it got dismissed -- after making significantly more calls, or a significant amount of time has passed (> 1 month?)

I would refine when we re-show the newsletter prompt, but don't remove it from the first open experience. Based on iOS and web, plenty of folks do want the newsletter before they even set their location. But for those people who don't want it until they've made calls, we should find a way to bring it back at a relevant time.

I think it takes up too much space. Maybe it can be in the tutorial screen rather than visible above the calls list; and show above the calls list after a person has looked through at least 3 issues (or something).
